Audra Bayes

Audra Bayes is Of Counsel at Holtzman Vogel and focuses her practice on campaign finance and election law, lobbying and ethics compliance, and tax-exempt organizations. She has experience in regulatory investigations, civil litigation, settlement negotiations, and compliance.
Audra served as counsel to the U.S. Senate Select Committee on Ethics where she advised Senators, Senate staff, and the general public on a variety of matters related to Senate ethics rules and regulations. She also served as an Acting Assistant General Counsel of Enforcement at the Federal Election Commission, and prior to that, counsel in the Enforcement Division of the Federal Election Commission.
While at the FEC, she was counsel on high profile campaign finance investigations involving coordination with the Department of Justice and negotiated the highest, at the time, civil penalty the FEC had ever obtained from an individual. She also accompanied a Commissioner of the FEC to the Dominican Republic as part of an international election observation team and spoke to a group of Supreme Court Justices and Legislators from a former Soviet republic about U.S. campaign finance and election laws. Audra began her legal career as a litigation attorney at an international law firm in its Dallas, Texas office where she was involved in national and international litigation and appeals.
