National Political, Regulatory & Litigation Law Firm Holtzman Vogel Adds Six Attorneys
Additions expand and enhance services across five offices.
Holtzman Vogel, a nationally recognized law firm specializing in political and regulatory law, commercial litigation, and white-collar investigations, today announced the addition of six attorneys building on the firm’s exceptional growth and increased client demand.

- Susan Greene, Partner, will focus her practice on commercial and constitutional litigation and appellate law. Susan most recently served as an Associate Professor at Hofstra University’s Maurice A. Deane School of Law. Prior to working as an attorney for an AMLaw100 law firm, she clerked for the Honorable William C. Conner in the U.S. District Court, S.D.N.Y., and worked in the Department of Justice’s Antitrust Division. She will split her time between the firm’s Washington, D.C., and New York offices.
- Drew Marvel, Associate, is joining the firm’s Washington, D.C. office following his tenure as Deputy Counsel at the National Republican Congressional Committee and will focus his practice on election law, campaign finance, and related litigation. He was previously Associate Counsel for the Fair Lines America Foundation, and worked at the Virginia Department of Elections and the National Conference of State Legislatures, Elections and Redistricting Department.
- Rebecca Layne, Senior Associate, focuses her practice on tax-exempt organizations, nonprofit and corporate governance, election law, tax strategy, and litigation. She comes to Holtzman Vogel after serving as a senior attorney with the Internal Revenue Service and an Honors Tax Attorney for the United States Department of Justice, where she litigated numerous cases and advised on complex tax matters. She was also a judicial law clerk for the United States Tax Court. She is based in the firm’s Arizona office.
- Erica Leavitt, Senior Associate, also joined the Arizona office, focusing her practice on commercial, election law, constitutional law, and appellate litigation. Previously, she was a judicial law clerk for the Arizona Court of Appeals.
- Jonathan Riches joins the Arizona office as Of Counsel, focusing on litigation in the areas of government, administrative, constitutional and appellate law. He has argued cases in multiple federal circuits, state intermediate courts, and state supreme courts. He is concurrently the Vice President of Litigation for the Goldwater Institute and previously served with the United States Navy JAG Corps.
- Lori P. Low is Of Counsel in the Virginia office, bringing a deep legal background in election law compliance and real estate matters, having served as in-house counsel to corporations, real estate, and mortgage companies.

- Associate Andrew Pardue who is joining the National Republican Senatorial Committee as Deputy General Counsel.
- Associate Merrill Weber who is joining the National Republican Congressional Committee as Deputy General Counsel.
