Steve states that there is definitely an uptick by the Department of Justice in looking at when somebody is working with or representing foreign governments and foreign political parties. FARA, a 1930s law that carries criminal penalties, seems to be the “primary tool” because it’s often easier than proving bribery. FARA requires more detailed, though less frequent, disclosures than filings under the Lobbying Disclosure Act. FARA reports include details about who lobbyists meet with and covers activities beyond lobbying, such as public relations.
