Tom Josefiak, a partner with Holtzman Vogel, is one of the founding fathers of American political regulation and jurisprudence. No other single person has held the top election law roles in the legislative, regulatory, political and private practice contexts during their careers. He created the very constructs which continue to govern the body of law still being implemented today - dating back to the 1979 amendments to the Federal Election Campaign Act and has created new and innovative solutions throughout his 50-year career including the "hybrid advertisement."

Tom has served as Chairman of the Federal Election Commission, the Chief Counsel of the National Republican Congressional Committee, the Chief Counsel of the Republican National Committee, General Counsel to Presidential Campaigns including Bush/Cheney 2004, Presidential Inaugural Committees, and National Political Conventions.

By the time of his appointment by President Reagan to the Federal Election Commission in 1985, Tom had already served on the Commission for four years as special deputy to the Secretary of the United States Senate, representing the Secretary as a full-time, ex officio commissioner at the FEC. His seminal role in the election law world actually began 10 years earlier as special counsel to the minority of the United States House Committee on House Administration from 1977 to 1979, where he assisted Republican members in proposing and amending election law legislation, resulting in the passage of the 1979 amendments to the Federal Election Campaign Act.
